Karen Higgins is president of ÉLAN Leadership Concepts, a consulting company that performs assessments of organizational formal, informal and leadership systems and provides training to increase success. Prior to that, she served for 32 year career at Naval Air Warfare Center, Weapons Division, China Lake & Pt. Mugu, CA. Her duties included: More than 8 years in U.S. Navy Senior Executive Service; More than 7 years as executive director and director for research & engineering, where she was responsible for $1 billion budget, $2.8 billion in laboratories and facilities, 1.1 million acres of land, land and sea test ranges, and over 5,000 government employees; More than 10 years in 1st, 2nd, and 3rd line management as head of various technical departments, divisions and branches; Seven years as project manager for Sidewinder missile and for organization-wide communications system; and more than 8 years of software design and system engineering for complex real-time integrated weapons systems.
